The purpose of validating assessment tools is to verify that all aspects, performance standards, and evidence of performance and knowledge are covered by your evaluation tools. Therefore, whenever you purchase new training materials, you must conduct assessment tool validation before allowing students to use them. There's no need to wait for your next 5-year cycle validation schedule. Validate new materials right away to ensure they are fit for student use.

Nevertheless, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:

- Amend your resources
- Add new qualifications to scope
- Evaluate your course with training product updates
- Identify potential risks in your learning resources during your risk assessment

- Student Workbook: Ensure it is suitable as an assessment resource during validation. Check if guidelines are clear and input fields are sufficient. This is a common issue.
- Assessor Guide: Also ensure if instructions for trainers are sufficient and if clear standards for each evaluation item are provided. Clear standards are crucial for reliable evaluation results.
- Additional Resources: These may include lists, evaluation registers, and templates developed separately from the workbook and assessor guide. Validate these to ensure they fit the assessment activity and meet unit requirements.

Panel for Validation

Regulation 1.11 specifies the requirements for panel members. It states assessment validation can be performed by one or more people. However, RTOs usually mandate all trainers and evaluators to participate, sometimes including industry experts.

Collectively, your validation panel must have:

- Vocational Competencies and Current Professional Skills relevant to the validated unit.
- Updated Knowledge and Skills in Vocational Education.
- Either of the following certifications for training and assessment:
- Certificate IV in Training and Assessment TAE40116 or its successor.

Principles of Assessment

Key Considerations for Assessment Validation

Pay attention to the tasks in the unit requirements and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one performance criteria asks students to:

- Change nappies
- Prepare bottles, bottle feed babies and clean equipment
- Prepare and give solid food to babies
- React suitably to baby signals and cues
- Prepare babies for sleep and help them settle
- Monitor and encourage age-appropriate physical exploration and gross motor skills

Common Pitfalls

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit criteria is meant to evaluate underlying knowledge (i.e., knowledge-based evidence), students should be performing the tasks.

Watch Out for the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

Full Competence or Not Competent

Pay attention to enumerated tasks. As mentioned earlier, if students only complete half the tasks, it’s non-compliant. Each assessment item must meet all criteria, or the student is not yet competent, and the assessment method is not compliant.

Be Specific!

Each assessment item must have clear and specific reference answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your guidelines do not baffle students or assessors.

Avoid Double-Barrelled Questions

Not using double-barrelled questions makes it easier for students to respond and for evaluators to accurately judge student competence.

This influences your compliance status, so it's better to take a proactive and compliant approach.
